WASHINGTON (AP) — President Joe Biden ended the summer on a legislative winning streak, chalking up victories that once appeared out of reach in this polarized capital. Now he wants to make sure voters reward him for that when they cast ballots in November's big congressional elections.

It's a tough task with gas and grocery prices still painfully high and the daily political news awash with contentious investigations into his predecessor and with repercussions in the states from the Supreme Court's ruling on abortion.

German soccer club Cologne has urged its fans to submit photos and videos to a police “evidence portal” to identify those responsible for violence at the Europa Conference League game in Nice. Thirty-two people were injured at Thursday’s match between Nice and Cologne when fights broke out among supporters in the stands at Allianz Riviera stadium. The game ended 1-1 after the start was delayed by about an hour. French prosecutors have launched investigations and UEFA opened a disciplinary case. The German club says Cologne police have set up “an evidence portal where photos or videos of the incidents can be uploaded."

Witnesses and social media reports say Taliban authorities have shut down girls schools above the sixth grade in eastern Afghanistan’s Paktia province. Several of the schools had been briefly opened after a recommendation by tribal elders and school principals. Earlier this month, five girls schools above grade 6 began operating without formal permission from the Taliban Education Ministry. On Saturday, all the schools were once again closed by the Taliban. Dozens of tearful former students — some in head-to-toe burqas, others in school uniforms and white vails — protested in the streets of Gardez, the capital of Paktia, according to social media posts.

Human rights activists in the Philippines have rejected President Ferdinand Marcos Jr.’s move to proclaim the birthday of his father, an ousted dictator, a special holiday in their northern home province. Marcos Jr. authorized the declaration of the public non-working holiday in Ilocos Norte province on Monday to celebrate the 105th birth anniversary of his father and namesake. The dictator was ousted in an army-backed pro-democracy uprising in 1986. Marcos Jr.’s predecessor, Rodrigo Duterte, had also authorized the late president’s birthday to be observed as a holiday in Ilocos Norte. Rights activists held a news conference Saturday to reject the holiday declaration and said it was another move by the new president to whitewash the image of his father and family.

A day of terror that left four dead and three wounded in a Tennessee city this week tore a hole in the hearts of those left behind. They include the grandmother of three children who were left without parents, a man who lay down beside his fallen best friend and refused to leave, and a daughter whose wounded father is her “whole world.” Police have so far released few details of the rampage that sent Memphis into lockdown as a shooter drove around town for hours, opening fire on people and streaming some of the attacks on social media. Police arrested 19-year-old Ezekiel Kelly on Wednesday night when he surrendered after a car chase and charged him with first-degree murder.

Nyck De Vries will make his Formula One race debut at the Italian Grand Prix after Williams driver Alex Albon was ruled out with appendicitis. Williams announced the news ahead of the third and final practice session at Monza. Qualifying is also later Saturday. The 27-year-old De Vries is a former Formula 2 and Formula E champion. He had subbed in for Sebastian Vettel at Aston Martin in Friday’s first practice session and finished 19th. Albon was 10th and 11th in the practice sessions.

David Stephens, his 8-year-old son and 6-year-old daughter are staying in a travel trailer after floodwaters engulfed their eastern Kentucky home in late July. The children romp and play while Stephens worries about the future. They’re at a state park campground, where trailers have become temporary homes for families trying to figure out how and where to rebuild. Some are waiting for government checks to help them rebuild. Others have their money but are stuck on waiting lists for carpenters. About 300 people have moved into 100 trailers at various sites, but area state parks are still housing more than 340 people left homeless by the historic flooding.

There was a two-minute period of silence at the BMW PGA Championship golf event. Professional and grassroots soccer has been called off the weekend.

Rail advocates are dusting off a proposal for passenger train service between Montreal and Boston, riding on a renewed interest in train travel. The proposal for the first overnight service between the hubs in six decades is simple in that the rail lines already exist. But it gets more complicated when it comes to logistics, funding and political questions. Francois Rebello is a former national assembly member and a consultant on the project in Quebec. He said there's a market, and “a lot of people want this.” However, the proposal is its early stages and there are many obstacles to overcome before the service could become a reality.

Guterres was on the second day of a two-day visit Saturday to Pakistan, which has been devastated by months of heavy monsoon rains and flooding. At least 1,396 people have been killed, 12,728 injured and millions left homeless. The waters also destroyed road and communications infrastructure. Guterres toured flood-affected areas of the district of Sukkur in southern Sindh province and Osta Mohammad in southwest Baluchistan province — some of the worst affected areas of the country.

Western defense officials and analysts say Ukrainian forces have punched through Russian front lines south of the country’s second-largest city, taking thousands of square miles of territory and threatening to cut off Russian supply lines. The British Defense Ministry says it believes the Ukrainians have advanced as much as 30 miles in the advance south of Kharkiv, northeastern Ukraine. The advance appears to be around Izyum, long a focus on the Russian front line and the site of heavy artillery and other fighting.
